I think cutting the top end of benefits for new beneficiaries only (while the current ones presumably continue unaffected) will be a very hard political sell. Of course, anything is hard with changing Social Security, but I am curious how much impact you would have if you froze the top monthly payout tomorrow until such time as the max amount equalled 150% or 175% of the poverty line? Basically let the top payout be inflated down for decades until the system looks closer to Canada’s. It’s a bitter pill for the upper middle class, given that they are the only cohort who are actually net contributors to the program. Perhaps a skilled politician could sell it to them on the grounds that many of the alternatives being thrown around to fix it(ending the contribution cap, raising rates) will impact them as much or more.
