Just one suggestion:

Have separate commissions for Social Security and Medicare.

Fixing Social Security requires only the unpopular shifts in numbers and who gets how much money when. Your approach is ideal for addressing this.

Fixing Medicare appropriately almost surely involved structural changes to the program. This will be much more contentious - and imo arguably calls for *first* a Simpson-Bowles-like approach before doing something BRAC-like as you suggest, in order to get anywhere close to either public acceptance, let alone consensus, or even to get Congress to go along with it.

While SS is the lesser problem, there is usually merit to fixing the smaller problem before tackling the larger one. And as you know, even said “smaller” problem is a pretty big deal to get fixed.
