"One key reform is transitioning to a fully private flood insurance market, coupled with targeted, means-tested subsidies." Agree with fully private flood insurance market - where insurance companies, subject to state regulation, attempt to accurately price risk and secure reinsurance (a la other major storms, fires, etc.) Not sure about means-tested taxpayer-paid subsidies. Shouldn't the cost to insure the property be part of the consideration in the purchase price? I could accept subsidies from the current rates, phased out over 30 years, stopped upon transfer of ownership.

Ah always love to read the great ideas here . But nothing new really under the sun - some of these were suggested - back under GOP control - and …most were rejected . And those that were accepted - but when the next storm came- they were simply rolled back . Will the next Congress have the fortitude to do the right thing and stick with it when storm clouds come . ?
